Commencing from 1st August 2009 all learners aged between 14 and 19 will require a Unique Learner Number (ULN) in order to process their registrations. We will also be phasing in ULNs for all other learners over the coming year.

What is the FLT?
The FLT is an inclusive framework at Entry and Level 1 which offers a coherent vision of how real stepping stones can be used for progression. OCN learners often begin their return to learn journey here so the NOCN Qualification Strategy will ensure that all relevant Entry and Level 1 units and qualifications meet the requirements of the FLT.
John Denham, Secretary of State, Department of Innovation, Universities and Skills (DIUS) says the FLT 'will create ladders for progression that help people get started by recognising learning at Entry Level that moves people on to achieve at Level 1.'
Within the FLT, Progression Pathways will be the main organising structures which are specifically designed to promote progression as well as enabling learners to achieve qualifications at Entry and Level 1.
Each pathway will include three distinct components:
Providers will need to design a programme to match these requirements, using units and qualifications from the QCF, so that the needs of the target group are met.
